The Avengers Teaser Trailer?

Is it possible to have a teaser trailer when they haven't begun filming the movie yet?  Well it looks like the people over at Marvel think so. My guess, they will come out with one of these every three months or so, just to keep people interested.  Check the trailer/narratation below.
